ARCR 836 - Contemporary Challenges in Domestic Security & Civil Rights3 credits
This course examines key issues in domestic homeland security and human rights. First, we will consider the causes of conflict between the state and the characteristics of individuals, organizations, and the American system of laws and policies that make conflict more or less likely. Next, we will look at a number of strategies that state and local governments employ to prevent or manage domestic security-related conflicts, including how these strategies impinge on and effect domestic civil rights laws. Finally, we will examine the changing nature of homeland security and a variety of specific threats to domestic security—including violent extremism, natural hazards, and cyberattacks - as well as their attendance consequences on the civil liberties of Americans. Throughout the course, we will discuss academic contributions to the study of homeland security and apply this work to contemporary policy challenges. We will consider several important cases of actual or potential international conflict. The course has two broad goals: to introduce you to academic scholarship in the field of homeland security and civil rights, and to help you apply this scholarship to real-world policy challenges.
